[ Abstract ]

The objective of this article is to describe and analyze the comparative economic history of the shipbuilding and the Brazilian and Mexican from 1970 to 2002. The period covers the continuation of heavy industrialization in the 1970s, the external debt crisis from the 1980s, the neoliberal productive restructuring from 1990 to 2002, with political change in Brazil and Mexico. The main focus is on institutional, productive and political processes, with emphasis on the role of the State in promoting the development of the navigation sector.
