[ Abstract ]

This paper analyzes the institutional framework in Mexico that influenced the creation of the first water utilities. Since the 1840s Mexico's rulers promoted various economic measures to establish a modern industry, particularly in textiles and mining, but the political and economic instability Mexico experienced delay the modernization project. Even the government of Porfirio Diaz (1876-1910) was the period that consolidated a policy to promote the industry, over the years emerged an institutional framework which led to a close relationship between the state and enterprises. President Porfirio Diaz favored the establishment of new industries under a concession regime and tariff support. A favorable legislation attracted investments in sectors such as mining, railroads and utilities.
