This article focuses its atention in the process of democratization of the consumption of water in Italy, going over, in a quick summary, all the crucial passages of the construction process of the "hygienic city" in the XIX and XX Century. Also, it studies the characters implied in the process of creation of the main infrastructure of the "networked city": Town Hall, Companies and Technicians.
