The case study of implantation and growth of gas works in Santander is used for observing level and mean of acting by private enterprise and Municipal Board. A peculiar kind of relation between company and City was slowly built during the first decades. On the second stage, we can see how an institutional and technical equilibrium took place in new framework leaded by he company, until the electricity competition.
