[ Abstract ]
This work studies the process of accumulation of fixed social capital promoted by the Ministry of Public Works in the 60’s, a decade of unbalanced growth in the spanish economy. Firstly, it discusses the policy questions that explain the role of the public sector in the provision of fixed social capital. Next, it shows the particular circumstances in the 60´s that condition it: the limited taxing capacity of an oldfashioned administration opens a period of growth that goes beyond the capacity of public investment; this forces the government to delegate on private enterprise the territorial structuring of the spanish economy- the motorway system-. On the other hand, hydraulic works, railways, harbours and airports show different degrees of public implication that explain the main economic advances of that period.
