[ Abstract ]

The National Program for Hydraulic Works of 1933 did not take into account the potential of using groundwater, but these water resources played a major role during the second half of the Twentieth Century in the development of Spanish agriculture. The reason why groundwater was not considered in the Program was a technological blockade. A series of improvements in water raising and well drilling techniques during the second half of the Nineteenth Century and the early Twentieth Century made Spain possible reaching the technological maturity in the use of groundwater in the early fifties. This situation, together with the new lines of the Spanish agricultural policy and a new international scenario, favored its consideration as an important source of water supply to increase the irrigated area of the country. Primarily through the National Institute of Colonization, the State played a relevant role in achieving this goal.
