[ Abstract ]

This article aims to contribute to knowledge about the installation and management processes of the first services of potable water supply in Brazil. The purpose of the study is the performance of the English company, The Campos Syndicate Limited, during the installation of the network of water supply and sanitation of sewage and rainwater in the city of Campos dos Goytacazes, State of Rio de Janeiro. The interventions and the installations of the services were highlighted as important urban planning measures based on notions of modernity. Sanitary engineer Saturnino de Brito felt that the interests of public health were not compatible with the private management of sanitation services, and thus became a leading critic of the English company. We try to reveal the conflicts and problems related to the installation and management of water supply and sanitation services by the company in question, seeking to identify in the multiple discourses of public agencies, specialists, and the population the relationship between water quality and health.
