The article is divided in two parts. The first analyzes the evolution of the structure of the ministry, the ministry´s plans for the development of infrastructure, housing policy and deregulation of the transport and the communications. The last part studies the way in which the ministry has used public spending to finance this development and improvement of infrastructure.
